Single Outcome Agreements - 23/02/2010
In 2007, the Scottish Government and CoSLA agreed a joint concordat to set out the terms of a new relationship between national and local government in Scotland. A central element of the concordat was the requirement for all 32 Community Planning Partnerships to agree, with the Scottish Government, a Single Outcome Agreement (SOA).
SOAs are designed to improve public service delivery by formally laying out a clear set of outcomes tailored to each local authority area, outcomes which are consistent with the Scottish Government’s national objectives. The first round of SOAs were agreed in 2008.
The Scottish Government has recently published an ‘Overview Commentary’ on how these SOAs were implemented and progressed in 2008/09, based on the annual reports of local authorities.
